I did it. We had a holiday address in NSW, I got my license when I turned 17, had full license when I turned 18, Just as my mates were starting their two years on P's here in Vic.
I did however have to wait until I turend 20 to transfer it back to Vic for full license. The rules (back then) was that you could only get victorian full license If you had turned 20 or two years driving, Which ever came LAST.
So long as you can get yourself a valid address in WA and are smart engough to answer the cops questions corretly when you get pulled over. (remember they have a record of when and where you had been previoulsy checked).
I don't believe it would be Legal, but personally, I would do it again. As for you doing it, The choice is really yours, as I said, you just need to be smart about doing it right.
BTW, what helps too is to be driving a VIC reg car in a relatives name....NOT YOURS.
You can then say you borrowed it while you are "Over here Visiting Family"
