Ummm, no its not, it is the assessors job to check that the quote/proposed work is fair, reasonable and correct.
As for work quality an assessor should only get involved after you have raised your concerns with the repairer when you feel something is wrong and they have not come to the party. most repairers will fix any genuine concern without the need for the intervention of an assessor.(a lot of times {and I am not saying your case was the customer is just being unreasonable about non claim related damage)
