the only fair definition of hooning i can think of is driving in an unsafe manner with anti social behavior, but i suppose if they can describe every possible infraction you could ever make on the planet earth in a motor car , that makes it easier to fill the treasury when they can book you 10,000 different ways from midnight,
actually it`s a wonder they have`nt included having the radio up too loud as hooning.
