Yes Ford Racing did some funny things, especially when it came time to lobby for homologation freedoms, ive got all the CAMS homologation docs for the RPO! but what they did to the race cars is not production car manufacturing!
I can assure you 100% that no RPO left the broady line with rear Disks, a friend did allot of research on this topic for the RPO story in AMC, including build sheet details etc, and he owns a VERY rare RPO coupe (with rear drums), i know of about 30 RPO coupes, all with rear drums too. Your right though about the Landau though, they tried to use the Landau as an excuse to allow the XA to race with disks, which was only done because the RPO didnt have rear disks! : .
