Guns are not readily accessible. You can't just walk into a shop, pay in cash and walk out with a gun. During the app process there's a wait period, background checks, permits to then go buy the gun then going back to get it documented. Certain states are more liberal when it comes to gun control. Certain states have a carry law and some states even allow concealed weapons.

But like many laws there are loopholes in how they're written. I.e. a permit will allow the permit holder to buy X amt of guns. The lobbyists have lots of $ and lawmakers/politicians well, you know how that goes.
