I'd say a very very old and incredibly dirty filter, perhaps even oil drenched.
Even then, you would have noticed a very strangled engine as revs increased, a massive power drop.
At idle it would be much the same as any other engine of similar cubic capacity.
The CFM at idle is very low on even a very high HP engine. The throttle plate is practically closed.
I've seen dirt bike filters choked up with so much mud, they would barely rev above 2000 or so.
The idle was still fine.
I'm not saying it didn't happen to you, but it's hard to believe it was attributed to the paper filter.
