Default are these the symptons of a dieing cat?

hey guys had a few problems with my uncles eb2, the fuel pump was playing up and now it sounds to me like the cat has been blocked.i was there last night and ud give it a punch and it was struggle to get up the revs, and even back fired once. it also rattles, sounds like it is coming from the cat and in the same tune as the rattles a "pop" type sound comes from the back got a msg and a phone call saying it wont rev past 1500rpm and wont go faster then 60kph.

LOL, yep, sounds like it.

My cat went on an E-series cruise. I couldnt rev it past 2500. We fell behind the pack pretty fast!

The next day it wouldnt rev past 1800.
