I would like to know where can I buy 118 octane from?
Also what would I have to do to my car in order for it to handle the high octane?

Why would you want it?
The octane rating alone will mean nothing wrt performance unless you have such a high compression or advanced timing that you need it to stop pinging. Even then you'll get a slower burn from it. If the calorofic value of that fuel is higher then you might get a bit more out of it.
