does anyone know what the fee code stands for?

Vehicle Light - Russel is right & bet me to it.

Well in a sense anyway, it's the code for a light vehicle registered for 12 months.

However the same Light Vehicle registered for 6 months by healthcare card holders or pensioners get a different code.
