I don't see any way they can achieve dipped beam. Whether they would be bright enough would be inconsequential because they simply can't be legal and you certainly wouldn't want them on your street driven car. The light from them would be totally uncontrolled and would be just absolute glare to any other traffic.

Look at the pic - just a simple array of LEDS spaced along the axis of the globe - on a five sided prism - and then the three LEDS at the end. Because of the structure of the LED holder NONE of the LEDS could be in the focal point of the reflector - nor does it look like any of them have any kind of "shield" with which to focus the light beam to obtain a dipped beam output. It looks like a particularly "ricer" accessory which would IMO be quite dangerous to other drivers because of the amount of glare they would produce. If I ever come across a car with them fitted I will probably put my hammer to good use ...

One of my pet hates too Jeff. That and guys that Jack up their 4x4 and do not bother to re adjust the lights.
