Default parkers/headlights staying on?

ive had it happen on 2 ea's now, mums and mine.

turn the car off, with all headlight/parker switches set to off including indicator stalk disengaged from highbeam.

yet what looked like to be headlights, stay on with no key in ignition with no warning light on speedo to say that lights are still on.

both ea's are series 2 one 1990 the other 91'

hmmm I have an EAII stationwagon and it doesn't have this problem. Do they go out eventually or do the lights stay on all the time?
