Default Climate control conversion HELP PLEASE?

i am half way through doing a climate control conversion on an EA S-pac. i have hooked up the blend door motor, the vacuum solinoids, the fan speed controller, the sun load sensor, i havent don the ambient temp sensor or the wires that go off the ecu yet, and the illumination feeds etc, my problem is when i turn the fan on it makes a buzzing humming sound really loudly it only goes away when i turn the fan speed right up, and the fan isnt spinning fast enough, only getting a bit of air out of the vents, what is going on?
